What is PSARA License & Why is it Mandatory?

PSARA stands for Private Security Agencies Regulation Act, 2005 a Central Government legislation that makes it mandatory for every private security agency in India to obtain a license before commencing operations.

Criminal Offence Without License: Running a private security agency without a PSARA license is punishable under Section 4 of the PSARA Act with imprisonment up to 1 year and/or fine up to ₹25,000. The security guards deployed are also considered unauthorised, exposing clients to liability.

Central Act, State License

PSARA is a Central Government Act but licenses are issued by each state's Controlling Authority (usually Home Department / Police). Separate license needed per state.

5-Year Validity License

PSARA license is valid for 5 years from the date of issuance and must be renewed before expiry. Lapsed license = illegal operation.

Training Institute MoU Mandatory

Every PSARA applicant must have a signed MoU with a PSARA-approved security training institute. SSATAX assists with this critical requirement.

Police Verification Required

All directors, partners, and supervisory staff must undergo police background verification the most time-consuming step in the process.

New PSARA Rules & Regulations 2024–2025

The Ministry of Home Affairs and state governments have introduced significant changes. SSATAX tracks every state-level amendment so your application stays compliant.

01

Enhanced Training Standards (2024)

Guards must now complete minimum 160 hours of training at PSARA-approved institutes including physical fitness, first aid, fire safety, and legal awareness modules. Training certificate is mandatory for license issuance.

02

Digital Verification of Guards

Several states now mandate Aadhaar-based biometric verification of all deployed security personnel. PSARA agencies must maintain a digital register of guards accessible for inspection.

03

Arms License Compliance Linked

For agencies deploying armed security guards, a valid Arms License under the Arms Act 1959 is now cross-verified with PSARA data by state authorities at the time of license renewal.

04

Online Annual Returns Mandatory

PSARA license holders must now file annual returns online disclosing number of guards, training records, client contracts, and compliance certificates paper submissions are being phased out.

05

Stricter Penalty Provisions

States like Delhi, Maharashtra, and Karnataka have enhanced penalties for PSARA violations post-2023. Deploying unverified or untrained guards now attracts immediate license suspension in addition to fine.

06

Multi-State Operation Rules Clarified

MHA circular 2024 clarifies that PSARA license from one state does not permit operations in another state. Agencies operating in 5+ states must obtain individual state licenses SSATAX offers bulk multi-state packages.

Frequently Asked Questions PSARA License India

Answers to the most searched questions about PSARA license registration in India.

PSARA (Private Security Agencies Regulation Act, 2005) license is a mandatory government authorization required by any business or individual wanting to provide private security services guards, bouncers, bodyguards, ATM security, etc. to third-party clients in India. Without a PSARA license, operating a security agency is a criminal offence punishable with imprisonment up to 1 year under Section 4 of the Act.
No. PSARA license is state-specific. You need a separate PSARA license for each state where you want to deploy security personnel. A Delhi PSARA license does not permit you to operate in Maharashtra or Rajasthan. SSATAX offers multi-state bundled PSARA registration at discounted pricing.
Every PSARA license applicant must have a signed Memorandum of Understanding (MoU) with a security training institute approved by the Central Government under the PSARA Act. This MoU confirms that your deployed guards will receive proper training in security procedures, first aid, fire safety, and legal compliance. SSATAX has tie-ups with approved institutes across all major states and facilitates this MoU as part of our service.
PSARA license typically takes 45 to 90 working days from complete document submission. The major time-consuming steps are police background verification (20–45 days) and state authority scrutiny (15–30 days). States like Delhi and Karnataka are typically faster (45–60 days) while others may take up to 90 days. SSATAX follows up proactively at each stage to minimise delays.
No. Defense or police background does not exempt anyone from the PSARA license requirement. However, ex-servicemen are viewed favourably during police verification, and their background significantly speeds up the verification process. SSATAX has helped many ex-army and ex-police entrepreneurs obtain PSARA licenses across India.
PSARA licenses are issued in two categories: Unarmed (for providing security guards without weapons) and Armed (for deploying armed guards with firearms). Armed license requires an additional Arms License under the Arms Act 1959 and involves more rigorous verification. Both categories are available under PSARA and SSATAX assists with both types.
Continuing operations after PSARA license expiry is treated the same as operating without a license a criminal offence under Section 4 of the PSARA Act. You can face imprisonment and fine, and clients using your services may also face legal complications. SSATAX sends advance renewal reminders and handles the renewal process before expiry.
This is a grey area that varies by state. Pure technology-based security companies (only installing CCTV without deploying physical guards) may not always require PSARA. However, if your business involves both monitoring and physical response teams or guard deployment, PSARA becomes applicable. SSATAX provides a free consultation to assess your specific business model.
Yes, a sole proprietor can apply for PSARA license. However, for credibility with large corporate clients and government tenders, SSATAX recommends incorporating a Private Limited Company or LLP before applying. The entity structure affects the strength of your application and future business scalability.
Absolutely. SSATAX provides end-to-end setup for security agencies company registration, GST, PF registration, ESI registration, professional tax, labour law compliance, employment contract drafting, trademark registration, and annual compliance management. We're your permanent legal and compliance partner, not just a one-time PSARA agent.
